Turkish Rules Regulations 2024
Short-Term Rentals
The new legislation of January 2024 applies to all short-term rentals of residential properties for holiday purposes.
Rental agreements for residential units, including villas and flats in complexes and that are concluded for less than 100 days are subject to the regulations.

How to get a tourist license from the Ministry of Culture & Tourism
There are several criteria to obtain a license applications but the most important one is the unanimous agreement of all owners within a residential complex.
This decision must be recorded in the minutes of the complex’s management reports.
Only villas located on a single plot do not need approval from others. These villas must also go through the registration process as a vacation property.
You cannot advertise a rental without a valid rental permit.
Online platforms enabling tourism rentals have also responsibilities under the regulation
Penalties for non-compliance with the short-term rental regulations
If the owner rents the flat without a permit, the initial administrative fine is 100,000 TL the owner does not receive a permit within 15 days and continues renting the flat, the fine is 500,000 TL
- If a person rents an apartment from the owner for a long term and rents it for a short term, the fine is 100,000 TL.
- Publishing advertisements on the internet is also prohibited from persons who do not have a licence.
- No permit plaque signboard from the Ministry of Tourism on the property is 100,000 TL
Long-Term Rentals over 100 Days
A notarial contract rental contract is mandatory for long-term rental agreements. The property owner and the renter must visit a notary office rental contract facility to authenticate the Turkey rental agreement, which provides legal protection for both parties and is required for Tukey residence permit rental applications by foreigners.
